The U.S. Department of Labor announced it would suspend Microsoft and Adobe from its Permanent Labor Certification program on Thursday, Labor Secretary Keith Sonderling said, as the Trump administration continues to take aim at immigration and foreign hiring programs ahead of November’s midterm elections.

Sonderling said the Labor Department won’t accept or process any new applications under the program for a host of companies, including Cognizant, Infosys, Capgemini, Tata, Wipro and HCL.

The secretary said Adobe and Microsoft were also suspended “due to multiple active federal investigations.”

“Since 2009, just these companies alone have requested almost 3 million foreign workers. They’ve received over 230,000 H-1B visas approvals and over 100,000 permanent labor certifications. That’s hundreds of thousands of jobs that were taken from American workers,” Sonderling said.

    Horses out of the barn, etc, etc. The money is gone that would go to these Americans replacing visa holders. The American workers will want more money, and do less work. This is about as realistic as Americans doing their own farming after kicking out all the Mexicans. After AI, what money or interest will remain in the American IT sector? Honestly the visa holders might be in better shape. They’ll take their hard earned skill back to wherever and work even harder - well before problemd here arise. Well be fighting the low wage jobs they’re being taken away from, and probably won’t match it in quality or quantity. Furthermore this arrangement exists because we needed it and it could be made possible in the first place. There was no scheme to replace the American worker, that’s just how capitalism works. If it’s literally cheaper to import labor, it’s not objectively the companies fault, it just became good business. It’s called a Nash equilibrium. Neither side could be better off without making something worse off at the same time. We sleepwalked into this, there is some blame, but by far it was a team effort.

      Few differences here between tech jobs and farming. Tech jobs are the pinnacle of earners. Harvesting/Farming is one of the lowest form of income generation. Much easier to return those high skill jobs to Americans. Higher wages only hurt the CEO and upper management, wonder why they hired cheap slave labor to begin with.

      Honestly the visa holders might be in better shape.

      Most of these H1B jobs were coming from India, national notorious for fraud. In fact, lying and buying credentials is so ingrained in Indian culture when tech workers were tested on their skills something like 95% were found unsuitable for IT work. So I’m not super worried about losing that “talent” to India, we’ve got plenty of actual talent in the USA still. For years the younger generations were told to learning programming and get a CS degree. I bet we would find more than 5% of them are capable.

      Also, talk to any American tech worker who has experienced out-sourcing to India or bringing in “talent” from India via H1B and you’ll hear some fun horror stories. Usually goes like this; manager wanted a bonus so he fires the team and sources Indians, usually because some consultant company contacted him with “they will work for $2 a day” promises. The replacements will either be totally incompetent from day one, sometimes they start off well until the workload is moved to new people (the people who start are actually skilled and over the course of weeks they move on to the next project and their replacements are totally incompetent.) After destroying the companies mainframe, database, software, website, etc the manager ends up firing them and begging the original team members to return to fix things.

      I’ve heard and read dozens of such accounts. I experienced it myself. H1B’s tend to suck. At best they’re skilled but often suffer a noticeable language barrier and culture barrier.

      There was no scheme to replace the American worker, that’s just how capitalism works.

      There was, in fact, a scheme to replace the American worker with H1B. In fact, tech companies lobbied for H1B in the 1990’s then expanded it. In order to say they couldn’t find American workers they’d use all kinds of schemes; demanding levels of experience for insultingly low wages, running the ad in obscure news papers in the middle of bumfuck USA so no one would see them, etc. Oh, and then recruiting companies from India got involved.

      I could literally replace every single American right now regardless of their age with someone for India. That replacement will cost less money. Why aren’t we replacing all Americans with Indians? Indian retiree’s get like $3 a month for social security, verse $1500 for Americans. Why don’t we replace all the American’s drawing SS with Indian elderly people and pocket the difference?

      We have to find a practical balance between our society thriving and corporate greed.

    I worked for a Fortune 100 company that hired lots of H-1B workers. The company loved them not only because they settled for less money, but because they worked ridiculous hours and could not easily change jobs. Those H-1B workers created big problems for American employees.

    H-1B employees did not have family in the US, did not have a social life, and routinely worked 100 hours a week. Most American employees had wives, children, relatives and outside activities, and could not and would not work those kinds of hours. 60-70 hours a week was typical.

    When H-1B employees work 30%-40% 43%-67% more hours their work production will almost always exceed that of their American counterparts, and that’s exactly what happened.

    When peer-ranking and reviews were done the H1-B employees exceeded the raw metrics of their American counterparts and ranked higher. It was common for Americans to be forced out because they refused to work 100 hours a week and management did not give a damn about their quality of life.

    There may be situations where companies use the H1-B program because they cannot find employees with the right skill sets, but I saw none of those. Instead the program was used to source people one step up from indentured servants.

      Yea, I’m sure they’re doing this because their party is racist and hates immigrants, but it’s not even an open secret that the H1B program has been abused, it’s just a well known fact. It’s unfortunate that they are the ones doing this, but I’m glad someone in government is talking about it.

    Many of these companies literally have the business model of letting you replace your expensive American tech people with cheaper foreign ones, either importing them as H1B or offshore remote.

    I promise you there weren’t 3 million jobs that NO American tech workers were qualified for. There wasn’t 230k or 100k either.

    What there was, is 3 million positions that the companies didn’t want to pay American salaries for.

    So they post the job like ‘experienced tech needed. Must know (laundry list of 20 different systems) intricately. 10+ years experience preferred. Starting salary $45k’ and they get no applications because that skill set requirement is a $100k-$200k position. So they claim there’s no Americans to do the job and get H1B approval.

      This isn’t even the first time they’ve done corrupt shit like this. They got caught colluding with Apple and I think IBM to keep programmers salaries deflated by not hiring them when they left one of the other companies.

      Thankfully they got in trouble for that, but not enough trouble. Bill Gates is a sick, sadistic creep (read up on his affair, connections to Epstein and how he tried to drug his wive with medications to treat an STI he gave her.)

    That’s not how that works. If they wanted to take those jobs from Americans, they’d just open an office in that country… and probably save a lot of money doing so.

    Americans either didn’t want or didn’t qualify for these jobs, no employer goes through the visa process to stick it to Americans, it’s a giant pain in the ass.

      There are benifits to working on the same campus. Though the problem with trying to set up office overseas is now you have to flex to their cultural expectations have work with their legal frameworks. You may have to navigate their bribery/lobbying system as well, which might require even more overhead. All of which duplicative if they have to have that somewhere else in order to leverage the much more lucrative investment markets.

      These are for profit companies the general motivation for them to do anything is to maximize the extraction of value. You’re right, they aren’t anti American nor pro immigrant. In a different geopolitical and economic market they would gladly pay warlords to maintain an active slave population as long as doesnt personally effect their social lives and the profit margins were wider then the h1b1 program.

      Americans didn’t want those jobs at the salary they were offering. That’s the kicker.
      The visa process may be a pain. But with a company like Tata to help you with it or do it for you, you can end up paying that H1B worker MUCH less than you would an American. And because their H1B is tied to their employment they won’t rock the boat because getting fired means having to leave the USA.

        Exactly this. These fucking companies use H1B’s to hire 40k workers for 80k jobs…the problem is, they end up getting 40K workers trying to do jobs they’re largely not qualified to do, but since we have no real way of vetting them, they come in with a ‘fake it until you make it’ mentality…

      I disagree. But to be fair. Many of these companies put out jobs postings asking for people with decades of experience in fields or technologies only a year or two old. So no one was qualified by their standards. And that’s part of the problem.

      This is a fun little fault line, because leftists can take both sides. They can be for it because obviously America First is some racist bullshit. Or they can be against it, because H1B’s are used by evil corporations to depress wages.

      Anyway, from what I’ve read, and from what I know how the world works, the latter option is much more convincing. And it’s buttressed by my working for a very large corporation that had its entire IT Support staff come from India, including entry-level support staff that could easily have been filled by native workers.

      And, that said, I think the dividing line between authoritarianism and fascism might have something to do with fascists being willing to lose money for corporations, and this tells me that we are definitevely entering an explicitly fascist era, so I am not celebrating.

      The tech offices in Toronto and Vancouver have grown a lot over the years as the US makes it more difficult to bring foreign workers in (including Canadians). At least in Vancouver that has led to quite a tech boom, and it certainly isn’t just foreign workers getting jobs.

      It’s kind of funny though because that is how it started. Offices that were just temporary stops for Indian and Chinese (mostly) devs while they waited for an H1B.
