Omakase places and busy small restaurants sometimes do call ins at a set time. It’s a mad rush and an agent could certainly game this. It’s not a great reservation system anyway imo (favors the leisure class with time to make these calls).

I always imagined they were based on when a person decides they want a reservation, but that may be on me.
