This indicates that Flock already pretends that it has the technology to track people and just hasn’t deployed it in a manner that is because it is vaporware and it is not usable by its customers.

So far, everything I have seen from Flock, as far as technology goes, has been lowest common denominator trash. Their too strength is their ability to sell to the ignorant, easily impressed, luddite local politicians and law enforcement.
